abstract="The purpose of this paper is to report an evaluation of an information campaign against drunken driving. First, the campaign and the design of the evaluation are briefly described. Then follows an account of the findings which indicate that the information programme had no appreciable effects. Finally, possible reasons for this outcome are discussed, together with why campaigns are launched in spite of their generally weak effects. (TRRL)<p />",
