abstract="Over approximately the past thirty years in New South Wales drivers have been subjected to penalties when they have been found to be in charge of a motor vehicle when their blood alcohol concentration is at or above a prescribed limit. Over the past fourteen years the same situation has applied to persons who are in charge of a motor vehicle when under the influence of other drugs.<p />",
