abstract="This paper deals with a new procedure called &quot;trial by declaration&quot; for traffic citations involving ordinary moving, parking, equipment, registration and licensing violations. At such trial, the officer's testimony will be presented by written declaration rather than in person. A district attorney need not be present. Upon the defendant's request, his case is set for trial by declaration approximately three weeks following his first appearance. This procedure clearly results in great savings of time and funds to all the parties concerned. (TRRL)<p />",
