abstract="The development of an Accident Recovery Model (ARM) for predicting in assessing the benefits of recovery-related Coast Guard programs is described.  The model is an empirically based, structured summary of the events and conditions that recreational boaters experienced during and after boating accidents.  It shows the interrelationships of several elements of the recovery system, including personal flotation devices, boat flotation, boater's behavior, and environmental conditions.  The number of lives saved annually due to the use of the PFDs is estimated, and methods and problems in benefit estimation are discussed.  Benefits associated with the boaters' decision to stay with the boat rather than swim for sure are also estimated.  Problems in formulating benefit estimation problems and at the application of ARM to identify recovery problem areas are discussed.  Keywords: Drowning; Drowning prevention <p />",
