abstract="After The Netherlands Ministry of Transport, Public Works and Water Management published the progress report &quot;Vessel Traffic Management on the North Sea&quot; (1997), a need remained for policy refinement and extension of scope: (1) determination of the most appropriate mix of traffic management instruments; (2) inclusion of inland waters for sea-going ships; (3) specific attention for risk analysis of maritime disasters and -- if necessary -- risk-reducing measures; and (4) insight into perception of risks, to determine 'how safe is safe enough'. Therefore, a study (POLSSS) was commissioned to RAND Europe and Maritime Simulation Centre the Netherlands (MSCN) with two main elements: (1) survey for risk acceptance amongst stakeholders; and (2) cost-effectiveness analysis for traffic management instruments. The results of POLSSS will be mainly used by the ministry to: (1) set out a long-term policy strategy, nationally and internationally; (2) develop a safety standard for the sea shipping areas, accompanied by an instrument to monitor safety; and (3) assist the regional nautical administrations in implementing the most appropriate mix of instruments within the policy goals.<p />",
