abstract="Most Japanese drivers have no alternative but to occasionally drive on snow-covered roads.  As a result, the study did tire was provided for use on motor vehicles in snowy regions during the winter season.  Due to the abrasion caused by the grinding of the tire studs against the pavement surface, which generates a large amount of dust, a pollution problem has arisen, which worsens the environment and creates a health hazard for the surrounding citizens.  A number of civic groups have filed suit in court to demand the prohibition of the use of studded tires.  Drivers, however, hesitate to agree to the prohibition of the use of studded tires because of there on the easiness about the impact upon traffic safety from the use of studded-less tires on snowy roads. In this paper, driving technique is considered on the basis of data on the breaking and driving performance of tires on a snow-covered road.  Three-hour training programs for safe driving under winter conditions were conducted for about 3000 drivers in Sappro in January and February of 1987 and 1988, focusing on the operating techniques of breaking, climbing slopes and starting.  As a result, various approaches to the use of stud-less tires were suggested.<p />",
