abstract="This paper takes a holistic approach to rapid restoration of critical infrastructures and key resources (CIKR) in the USA. In the wake of Hurricane Katrina, the all-hazards paradigm remains vital to the homeland security mission. A proposal is presented to overhaul state and local fusion centre guidelines to build on existing counterterrorism functions through the incorporation of compulsory all-hazards analytic capabilities with a core focus on CIKR support. In this role, fusion centres will be able to work with public and private sector partners in a unified preparation and mitigation effort, subsequently acting as force multipliers for community stakeholder-driven rapid restoration of CIKR following any type of emergency.<p />",
