abstract="This paper focuses on the so called &quot;soft&quot; measures for road safety that can be recommended particularly for countries with not so advanced road infrastructure.  It makes a review of the principal of these &quot;measures&quot; that have been found to influence road safety in European countries with lesser developed road infrastructures.  The selection of the factors and the analysis  that follows is based on accident statistics and their &quot;interpretation&quot; for the last 5 - 10 years in thirteen European countries.  Particular emphasis is given to the development of long term Strategic Plans for the increase in road safety and it is stressed that good coordination among the various government departments that are involve in road safety work is fundamental.<p />",
