abstract="The background to the development of a new approach to the control of materials following misgivings about conventional fire tests is described. Two basic techniques are used, the temperature at which limiting oxygen index equals 21, and a moderately large-scale smoke generation chamber test. The smoke tests are intended to provide guidance on the expected visibility during a fire, and are compared to minimum visibility distance criteria which depend on the situation, lighting, ventilation, etc. In addition some measures of toxic gas output are assessed from samples taken in the smoke chamber.<p />",
