abstract="This article describes the development of quantitative tools for evaluating the safety of rural frontage-road segments in Texas. The tools include a base model for estimating the crash frequency of typical frontage-road segments and several accident modification factors (AMFs). The tools are used to assist designers in evaluating alternative geometric design element dimensions (such as lane width) in terms of their impact on safety. The first part of the article describes the data collection activities undertaken to assemble a database suitable for developing frontage-road safety evaluation tools. Topics include the selection process, crash data, and supplemental data collection. The article also describes the methods used to develop a base model for estimating the expected crash frequency for a typical frontage-road segment.
