abstract="Cyclists, moped drivers and pedestrians, the vulnerable road users, place particular demands on the traffic network. To meet these demands plans include separate paths, roads with reduced speed and cycle paths along the main road as part of the major elements in the traffic system. One method is described in detail theoretically and with the aid of examples which allows the possibility of realistic planning by giving priority to the demands of vulnerable road users. The method involves the use of indices of inconvenience and conflict as well as roadside interviews. The index of inconvenience is based on the nuisance or insecurity to which cyclists or moped drivers are exposed when being overtaken by cars. The index of conflict is found by multiplying the amount of traffic -per hour or per quarter of an hour -which is in conflict. Road side interviews give information on the competition between different cycle path routes.<p />",
