abstract="This paper involves the development of guidelines for traffic control warrants at isolated intersections on high-speed rural highways by using both field studies and traffic simulation. Gap-acceptance and delay studies were performed at stop-sign-controlled rural intersections in Indiana, and the resulting data were used to validate and modify the UTCS-1 program (known now as NETSIM). Two-way stop signs, pretimed signals, semiactuated signals, and fully actuated signals were evaluated over a range of traffic volumes on both major and minor approaches. Annual economic cost was used as a basis to develop criteria for selecting the most appropriate control type. The resulting warrants are expressed in chart form.<p />",
