abstract="The activities of the Soviet merchant fleet, Morflot, continue to cause anxiety to the governments, shipowners and shippers of cargo in the West. The USA passed the Controlled Carriers Act in 1978 mainly to regulate the uncommercial competition of Council for Mutual Economic Aid (CMEA) shipping. The EEC monitors certain Soviet shipping companies' operations and the OECD is currently considering the problem of competition from the merchant fleets of state-trading countries.
