abstract="This study suggests a reorganization of the government for effective restoration from large-scale complex Disasters. For this purpose, we developed and suggested an organizational model based on expert opinions, along with the review of the limitations of the existing organizational models for post-disaster reconstruction including the recovery system after the Great East Japan Earthquake. It was found that a 10-year organization under the Prime Minister's office would be most appropriate for reconstruction of the damaged areas due to large-scale complex disasters. In addition, among the major issues that the disaster management organizations face, cooperative organizational characteristics and learning from disaster should be given priority.<p /> <p>Language: ko</p>",
