abstract="Policy makers throughout the United States increasingly rely on employer-sponsored trip-reduction programs to reduce air pollution and traffic congestion. Despite the popularity of these programs, only a small number of studies have been undertaken to evaluate their performance. This paper presents a conceptual framework for a more rigorous study of employer trip-reduction programs and their expected emission and traffic reduction impacts. Implications of the practical application of the framework and data requirements are also discussed.
