abstract="As part of a statewide multimodal planning effort, Indiana recently undertook the development of a procedure for estimating rural transit needs in each county of the state. A ridership model based on small urban areas in the state was used along with average fares and costs to generate total revenues, operating costs, and subsidies. A computerized analysis system developed during the research allows the evaluation of different service scenarios.
