abstract="This study examines the role of non-established relief groups (NERGs) and their involvement in response to Hurricane Irma in Florida in 2017. The goal of this study is to discover more about the role of NERGs in disaster response, as well as their motivation and coordination with other emergency management agencies and organizations. We reviewed after-action reports and conducted interviews with NERGs and other established organizations. The findings suggest that NERGs often work with previously established networks. Emergent groups tend to lack a strict hierarchical structure for decisionmaking and coordination. There is a need to improve communication between NERGs and established response organizations.
