abstract="Studies to evaluate the effectiveness of a low-cost changeable message sign motorist-information-diversion system in San Antonio, Texas, are documented. The system was implemented as a demonstration program by the Texas State Department of Highways and Public Transportation, working in cooperation with the San Antonio Corridor Management Team. Its purpose was to alleviate congestion and reduce accidents on Interstate 35 in San Antonio near the central business district. This paper describes the system, its effectiveness, the problems encountered, and recommendations to avoid or overcome the problems.
