abstract="Every year, a substantial number of people have accidents on european roads. The consequences for twenty five nember states of the European Union have diverse dimensions. The direct and indirect costs ore 200.000 billion euros a year or 2 % GDP. Forty three thousand people die a year, and thousands of others have a diversity of injuries. Our country has a priviledged place in this tragic statistical ranking, but other countries such as United Kindong have checked that unsafe roads can be controlled by systematic politics. What is the reason why some countries have high accident levels and others have high safetie levels on their roads? Spain has one thousand accidents on its roads a year, a cause of many deaths and injuries.
