abstract="Highway capacity is an important concept in the traffic engineering. It can offer scientific decision for highway construction. The drivers' actual behaviors in order to guarantee the traffic safety in driving were analyzed. The concept of variable deceleration time is put forward. A theoretical highway capacity model of single lane based on variable deceleration time is constructed. The parameters of the model used are calibrated. The recommendation values of highway capacity on different roads with different free-flow speed of passenger-cars are given. At the same time, the actually measured data are verified. According to the figures of speed-flow and speed-density, it can be considered that this model accords with the actual conditions basically.<p />",
