These issues include the level of anticipated congestion, safety of workers and drivers, project costs to highway owners, cost impacts for highway users, the length of uninterrupted work time available, and agency and contractor experience in performing night work. To aid in this decision, an eight-step process for the evaluation of arguments for day or night operations is provided.
