abstract="This article reports on the development of a geographic information system (GIS)-based freeway safety management system that is designed to be used in fog. The authors used real-time visibility data from the Hu-Ning freeway to test the system's traffic safety management decision-making model and safety protection scheme. There were subsystems, including a fog monitoring and information gathering module, fog warning and safety management decision-making module, and fog information release module. Using these submodules, the system is capable of supporting freeway traffic control, traffic flow coordination of freeway networks, and emergency management. In the course of the system's developing, the management unit's segmentation method, visibility gathering equipment, and variable message-releasing facilities were considered. The authors conclude that the system is useful for improving traffic safety for freeways in fog.<p />",
