abstract="A lack of measures of adoptions, poor techniques of measurement, and confusion as to the meaning of an adoption rate have led to conclusions which cannot be supported by the data on which they are based. The nature of these findings has led to an increased volume of research which will be fruitful only if better techniques of measurement are employed. A number of measures are suggested to deal with a variety of problems, using both individuals and groups as units of analysis.
