abstract="The history of the nation's first child passenger protection law is traced from its origin as a goal of an Accident Task Force in 1974 through legislative failure in 1976 and success in 1977. The program for statewide implementation, publicity, and evaluation is briefly described and the national impact documented. A plea is made to recognize the fact that the current highway epidemic among very young children is essentially preventable and that state by state child restraint laws represent the most practical approach toward &quot;immunizing&quot; the majority of these children against their leading killer.<p />",
