abstract="This article points out that a representative poll of 1050 persons in Illinois conducted during August 1982 showed that most Illinois citizens believe seatbelts are effective.  The poll also revealed that very few need education about seatbelts.  Concerning a law requiring seatbelt use, the majority of respondents (53.7%) would mildly or strongly support such a law, 42.7% would mildly or strongly oppose it, and 3.6% were undecided.  It is concluded that a safety belt use law would be a highly cost effective way to obtain a sharp increase in belt usage, even if the level of enforcement was quite low.  By combining the law with rewards for use of belts and modest penalties for not using them, use rates of 80% should be readily attained.<p />",
