abstract="In Ontario, demerit points predict future collisions much more strongly than do basic identifying variables, or previous collision. They are the best available means of identifying the high-risk driver. Without exposure data, we are unable to tell how much of the increased risk of high-point drivers is due to intrinsically &quot;poor&quot; driving, and how much is due to increased exposure.<p />",
