abstract="The title can imply either one or both of two future action directions. It can be referring to insuring actual compliance with established standards. It can also be intended to refer to determination of the effect of such standards in minimizing injury and in preventing deaths.  It can refer to standards issued by the General Services Administration which are mandatory only for vehicles purchased by the federal government for use by the federal government. It can have reference to those standards to be issued by the new traffic safety agency -- now the Department of Transportation. If the former, I am well qualified to speak from the point of view of compliance. If the latter, others will have to advise you. However, if we are to be concerned at this time with determination of the ultimate effect of the standards already issued -- or soon to be issued -- I doubt that anyone can be very positive.<p />",
