%X The Council of Europe's "Drugs in Road Traffic" Project (1998/1999; Pompidou Group) identified several crucial legal, social, and political elements of minimizing the risk of drug-influenced driving behavior on European roadways. This paper summarizes the identified elements and proposes policy approaches for achieving risk minimization - whether in Europe or elsewhere.<p />
