%X As the legal-dogmatic hypothesis of the efficacy as of 'general prevention' has fundamental weaknesses and as total police surveillence is a fantasy and not seriously desired, every judicial system depends on voluntary participation of the public. The introduction of measures which encourage substitution of deficient control by learning self-control, such as the course in post-schooling of alcohol-conspicuous drivers on the model of 'Mainz', 'BASt/IFT'and'Leer' are useful and necessary.<p />
