%X What is a disaster? Why ask the question? Does it make any difference how we answer either of these questions? Kreps has written a provocative and stimulating response to all three of these questions. Surely his response will stimulate others to ponder a wide range of issues in ways that they have not done so heretofore. After rereading his analysis several times, I identified three areas of personal reaction pertaining to: (1) convergence; (2) divergence; and (3) disasters as non-routine social problems.<p />
