A1 - Herz, DC A1 - Rabinovitz, SJ SP - 48 EP - 64 VL - 2 IS - 1 N2 - The paper examines the over-representation of African-American children and youth in poverty and the child protective and juvenile justice systems, and the ultimate disproportionate representation of African-American adults among the homeless and incarcerated populations. Specifically, we report data on the phenomenon of "crossover youth," those children growing up in the dependency system who become involved in the juvenile justice system. In addition, data are presented from a study of homeless youth indicating a greater prevalence of African-American youth, and greater juvenile incarceration among African-American homeless youth relative to other homeless youth.
