N2  - A delegation of physicians and nurses sent to El Salvador by the American Public Health Association and other U.S. medical organizations has reported, contrary to the State Department's interpretation, that governmentally-sanctioned harassment and "disappearances" of activist physicians are responsible for the overwhelming deterioration of that country's health care system.
