N2  - Transferring budget from the defence sector to the education one is an old preoccupation of French government. The project was defined somewhat clearly before the Gulf crisis. It is interesting to see what are the possible scenarios of such a transfer, and then, using an input-output model to describe its economic consequences. It appears that on a strict economic ground, it is better to have chalk rather than guns, except if chalk really means education equipment.<p />
