The project was defined somewhat clearly before the Gulf crisis. It is interesting to see what are the possible scenarios of such a transfer, and then, using an input-output model to describe its economic consequences. It appears that on a strict economic ground, it is better to have chalk rather than guns, except if chalk really means education equipment.
