N2  - Economists have neglected the human resource dimension of defence issues. The one major exception is conscription. But this misses numerous other fields of application. Trends in modern public policy and in corporate management ensure a shift towards an enhanced human resource focus as does the long-term pressure of Baumol's “cost-disease”. This should spill over to defence. Also the new institutional labour economics has an excellent laboratory awaiting it in this field of defence human resources.<p />
