It describes how an "Adopt-A-Road" program, the purchase of a multi- purpose tractor unit, creating an effective communication program bringing citizen groups together with city officials, and establishing a neighborhood associations program enabled the city to its maintenance obligations in an economically-challenged environment.<p />
