N2  - Stop signs are often inappropriately used because their purpose is misunderstood by the public. Resolving community conflict over stop signs depends on an informed public. One approach is a factual report reflective of the purpose, value, and impacts of stop signs in a community. Fresno County, California used such a report to decrease the number of unwarranted stop sign installations.<p />
