SP - 44 EP - 48 VL - 61 IS - 7 N2 - Safety initiatives in the 1990s, and the National Transportation Policy are described. The NTP states that future federal safety initiatives must rest on sound engineering practices, and effective enforcement supplemented by increased public awareness and education. The safety aspects of the Department of Transportation's surface transportation legislation are discussed. The legislation provides flexibility to the states to determine where their most urgent highway safety needs exist. This is accomplished by requiring each state to have a Safety Management System (SMS) to ensure that safety is routinely incorporated into all highway programs. Safety funding is also covered in the legislation. Under the legislation, research and technology is expected to have an impact on safety. A major focus of the latter is the Intelligent Vehicle Highway System Program.
