In 2006, the Norwegian Ministry of Transport and Communications started the project; Driver education as a part of ordinary upper secondary school in rural areas. The focal point in this paper is to explore how the professional participants; the school leaders, the project managers and the driving instructors in the project understand and interpret the project as a regional political instrument in order to maintain the school, the community and the rurality.
