SP - 1129 EP - 1144 VL - 1981 IS - N2 - A program, ASAP, was developed to test the capability of traditional community institutions to control the drinking driving problem. Two novel features were applied: (1) a special management office which would ensure that both the police departments and the courts were provided with the resources to handle a greatly increased number of driving while intoxicated (dwi) offenders, (2) a system for identifying problem drinkers among the dwi offenders and referring them to appropriate treatment agencies. There was a significant reduction in nighttime fatal crashes. This is most probably a result of the increased general deterrence to drunk driving. The positive results are supported by the corresponding reductions in roadside survey results. (Author/TRRL)
