N2  - This paper deals with the effect a strike at Norway's state-operated wine and spirits monopoly had on road accidents due to drunken driving. The hypothesis was that a drop in overall consumption should result in a reduction in the number of drunken drivers and also in the number of accidents. The results, however, show that the reduced availability of alcohol during the strike did not result in any demonstrable drop in the number of drunken drivers. There is reason to believe that many people managed to sustain their consumption of alcohol at a normal level all through the strike and that may be an explanation of the results. Similar results were found in connection with the liquor strikes in Finland and Sweden. (TRRL)<p />
