N2  - This presentation of some aspects of the Fiji transport study is intended to illustrate the need to design study methodology to relate to the context of the area concerned; the need to consider the widest political and economic implications in formulating proposals in less developed countries which are not generally found in developed country practice. The area for study was selected in order to contain fully the parts of the Suva region affected by expansion of the urban areas. The study aimed to enable improvements to be made to different elements of the transport system, including the road network itself, parking facilities, and public transport. Efforts were directed at the determination of complementary but separate proposals each wholly within the area of responsibility of a single agency. The study avoided sophisticated techniques and relied on basic methods which would yield results comprehensible by local agency staff. The details are outlined of surveys and data collection, car ownership projections, the development of road proposals, and of economic evaluation procedures (based on conventional techniques which simply considered resource cost savings).<p />
