N2  - A set of relationships are derived between components of vehicle operating cost and road, operator and environmental parameters. The relationships are derived on either a quantity or non-dimension rather than a cost basis, the actual cost in any environment being calculated by applying the relevant unit rates. Observations and data collection were restricted to the following cost components which could be related directly to physical operating conditions: fuel, lubricating oil, vehicle maintenance, tires and vehicle depreciation. Details are given of the experimental study of vehicle speeds and fuel consumption and of the survey of road user costs. The effects of the physical and environmental parameters on vehicle speed and fuel consumption were examined using multiple regression analysis. Relationships were obtained showing that vehicle age and road surface roughness have significant effects on the components of vehicle operating costs.<p />
