SP - 431 EP - 446 VL - 9 IS - 3 N2 - Wide disparities often exist in the amount that motorists are cited for exceeding posted speed limits by, depending on time of day or volume of traffic, even for the same stretch of roadway. This article examines the issue of unreasonable speed limits in many parts of the U.S., and also looks at traffic control regulations or devices that do not seem to accomplish the purpose for which originally intended. The article concludes that to be effective, traffic control should be more dynamic, flexible, and responsive to existing traffic and highway conditions.
