For the most part, these workers find employment in the southern states during the winter months; move northward in the spring and summer as the harvest season advances, and return to their southern base in the fall. One of the many hardships they experience in this way of living is the condition under which they are transported from one place of work to another and the traffic hazards to which they are exposed. Recognizing this, and disturbed by numerous fatal or serious accidents involving trucks carrying such workers, The President's Committee on Migratory Labor made the transportation of migrant workers problem one of its top priorities.
