SP - 155 EP - 165 VL - 14 IS - 2 N2 - The purpose of this paper is to examine the nature of the legitimacy of decision-making institutions and inequitable distributions of hazards and benefits in particular reference to building safety. Such an examination will involve: (1) an explication of the relation of safety to risk and other elements of the discourse of safety; (2) an examination of building safety as an unequally distributed resource in society; (3) an examination of building safety as a product of scientific procedures and discourse; (4) an examination of building safety in relation to organizational processes; (5) an examination of building safety as a product of political process, involving (a) the state and regulatory agencies, and (b) private industry, particularly the building and insurance industries; and (6) an examination of building safety as it relates to the relations between the different professions involved in building and safety enforcement.
