The declining performance of the insurance industry is cited as evidence of the dynamic changes in society. Two risk management paradigms, "reactive" and "holistic", are described and contrasted. An outline model of the second is presented and linked with elements of recent research in risk management. The paper then presents a discussion of this new paradigm in relation to key issues in the future of risk management.
