They can be seen as the laws to be respected in an accident situation. But as for all laws, there remains the problem of their application: should strict adherence to procedure be imposed under all circumstances? Is this possible? Are there any potential risks with such a requirement? Or, on the contrary, should application be more 'open', more flexible, allowing for adaptation to the actual situation? But, what are the potential risks involved in this approach? Are these two approaches to the application of procedures mutually exclusive, or are they complementary? This paper analyses the nature of the problem of the application of procedures and proposes orientations for further research on the matter.
