The changes were based on a model of the accident process and included: (1) an analytic framework for the investigation into accidents and near-accidents, (2) group problem solving, and (3) a structured decision-making process.The changes were tested at four construction sites during a period of 7 months. The research material for the evaluation of the changes consisted of documents produced by the safety organization during the test period and during routine conditions, results of interviews with members of the safety organization, and notes from observations of safety activities during the test period.Problems concerning the application of the changes and needs for improvements of these changes are discussed. Results show that in general, the changes can be applied in an experimental activity. At both construction firms the changes resulted in an improved basis of information for the prevention of accidents, active efforts to reduce the risk of accidents, a widened scope for the measures taken and an increased knowledge and awareness of accident risks and safety measures particularly among those participating in the study.Further development should focus on the routines and methods for the storage and distribution of information, so that the improved basis of information can be utilized to the full in the work of preventing accidents.
