Journal of Occupational Accidents, 2: 273-281.The following contribution is a revised version of a lecture given by the author during the VDE-meeting on "Views of Technical Experts" in Brunsvik, F.R.G. Basically, the concept "risk" is discussed, which leads to a probability scale that permits the "acceptable risk" to be defined as the boundary between "dangerous and safe conditions". By specifying minimum requirements the boundary is indirectly quantified in Acts, Regulations, Codes of Practice etc., including 'Technical Regulations' for special applications. The views described in detail have great significance not only for the enactment of safety legislation but also for its application and then for its legal interpretation.
