N2  - Problems associated with urban road traffic may differ depending upon the size of cities.  Measures to solve are at least alleviate the problems comprise two groups which are transport and nontransport measures.  They also differ depending upon the size of cities.  This paper will mainly deal with large cities like Tokyo and limit itself to transport measures only.  Nontransport measures, such as land use typically, need much broader assessment than may be done here.<p />
